In response to the state of Texas deregulating its electricity market, CDM performed a two-phase energy deregulation and consulting plan for the city of Houston. Phase 1 included conducting a needs assessment, initiating stakeholder participation, establishing a procurement process, and retaining a qualified retail electric provider (REP). For phase 2, CDM is maintaining an energy conservation program for the city and, as needed, conducting facility audits and managing energy saving performance contracts.
As a result of the retail electricity procurement process, the city is realizing $20 million in annual savings for retail electricity; has access to customized electronic billing and account information; and receives electric usage analyses. The city is also receiving energy education services for its internal stakeholders and has a dedicated account representative. The REP provides both supply- and demand-side services and is required to make good faith efforts to provide an unprecedented minority participation program of 12 percent for the supply side and 25 percent for the demand side.
