Advanced Water Treatment and DBO Extend Limited Supplies

When Tampa Bay Water decided to shift from sole reliance on groundwater to a diversified and sustainable system, CDM worked with the utility to ensure drought-resistant drinking water supplies for 2 million residents for decades to come.

Delivered through one of the largest water treatment design-build-operate agreements in the nation, the new 66-million-gallons-per-day regional surface water treatment plant uses advanced treatment to produce drinking water even better than federal and state standards. And the cost is less than 54 cents per 1,000 gallons, well below most plants of this size. CDM’s innovative design combined Actiflo® high-rate ballasted flocculation, ozone disinfection, and biologically active granular activated carbon filtration to efficiently handle a wide range of flow rates and effectively treat a highly variable and difficult source water. The land-conserving plant, featuring commonwall construction, has a footprint of 1/5 the acreage of a conventional plant.

The project won the 2003 Grand Award in Design from the American Academy of Environmental Engineers.
