Priority-Based Sewer System Rehabilitation Program

To reduce maintenance costs and eliminate potential sanitary sewer overflows (SSOs), CDM is assisting the city of Raleigh, North Carolina, with a priority-based sewer system rehabilitation program. Raleigh's typical sewer problems include structural defects, bad joints, pipe sags, and damaged lines from nearby construction. These defects, in conjunction with grease and root penetration, have required significant attention from city maintenance crews. Under the program, rehabilitation is focused where city maintenance records show repeated maintenance problems associated with system defects.

At each priority site, CDM evaluated and recommended the best rehabilitation technologies—including pipe-bursting, multiple lining techniques and open-cut replacement—based on constructibility, the need for capacity, and cost. Based on the best pipe rehabilitation technology selected, each project was designed to address manholes and laterals on the public right-of-way to maximize infiltration and inflow reduction.
