Case Studies

Process Computer Control System

CDM provided a variety of services to the Metropolitan Council of Environmental Services (MCES) on four separate projects. First, for a large process control system study, CDM planned and moderated a Technology Forecasting Seminar involving eight speakers on wastewater treatment and computer technology as a means of preparing staff for change. On the same project, CDM was involved with planning and managing a collaborative process between staff and management who were planning the new process control system, as well as associated organizational change. Secondly, CDM assisted in developing a competitive analysis for the agency. Third, CDM completed an assessment of MCES's Metro plant maintenance function. CDM directed the study using a two-track approach to evaluate the technical side of maintenance performance and the organizational side of how the function was staffed and organized. Fourth, CDM worked with MCES staff to build an O&M team between management and labor from several trade unions to help combat privatization.
