Onondaga Lake Improvement Program

Following the signing of a consent order in 1997, CDM, along with a joint venture partner, has provided a wide range of program management services to help Onondaga County, New York, carry out the required 15-year planning, design, and construction program. Upgrades to wastewater treatment plant facilities and combined sewer overflow abatements have enabled the client to achieve regulatory compliance on schedule and within budget.

CDM managed more than 20 engineering and 50 construction contracts to implement the $500 million-plus program. In improving conventional facilities, CDM applied an alternative technology that saved the client $70 million. By implementing state-of-the-art treatment technologies for ammonia and phosphorus removal, wet weather flow to the treatment plant was maximized, as were combinations of high-rate treatment and storage in the combined sewer overflow system.

CDM managed the Onondaga Lake project with environmental and community sensitivity, respecting the importance of the stakeholders' and the greater Syracuse community's vision. Community stakeholders have had significant access to the program through the participation of minority- and women-owned businesses, as well as Web-based monthly progress reports and newsletters.
