Northwest Regional Water Reclamation Facility

Hillsborough County Water Reclamation Facility

A project to double the size of the Northwest Regional Water Reclamation Facility (NWRWRF) in Hillsborough County, Florida, could complete the turnaround of a plant that has faced some recent challenges.

CDM is part of a team expanding the plant to a 10-mgd capacity, up from the current 5-mgd capacity. The advanced treatment facility, which provides a significant source of reclaimed water for irrigation, is being expanded to accommodate anticipated growth in the area. CDM is providing process, structural, architectural, electrical, and instrumentation design work on the project, as well as designing an ultraviolet disinfection system to replace the existing chlorine gas disinfection process. Construction is expected to begin in late summer 2007 and finish in 2 years.

This isn’t CDM’s first project at the plant. Back in April 2005, soon after CDM had begun a facilities assessment to address a consent order requirement, unanticipated operational issues disrupted the reclaimed water supply. The assessment project was quickly expanded to include corrective action, so CDM designed a supplementary aeration treatment process and provided operating protocols that got the plant back up and running in just a few weeks. 

The project improved the quality of the plant’s effluent so much that the NWRWRF won first place for the Florida Water Environment Association 2007 Earle B. Phelps Award in the advanced wastewater treatment plant category. The award was based on the plant’s performance in 2006 and recognizes wastewater treatment facilities with the cleanest effluent discharge.
