CDM is helping Philadelphia with ongoing implementation of the city's National Pollution Discharge Elimination System (NPDES) permit. During the initial phase of the project, CDM worked with the Philadelphia Water Department to conduct a system inventory and characterization, perform a hydrologic and hydraulic characterization, document the implementation of nine minimum controls, and develop a long-term combined sewer overflow (CSO) control plan.
Ongoing activities include planning-level support for the design and construction of some of the plan's 17 capital improvement projects, and a comprehensive, watershed-based planning and analyses effort to identify priority areas and actions to further improve water quality in Philadelphia's receiving waters. An important aspect of the long-term CSO control program is a unique watershed-based planning and management approach to identify sources of potential water quality impairments in local water bodies and make recommendations for improvements through the development of watershed management plans.
