Water and Sanitation, Education, and Rural Electrification Assessments in Ghana

Ghana's economy primarily revolves around subsistence agriculture, with more than 30 percent of Ghanaians living below the poverty level. CDM is supporting the Millennium Challenge Corporation (MCC) as prime contractor and task manager on an extremely fast-track assessment that provides MCC and the U.S. Congress with the detailed information needed to evaluate Ghana's suitability for investment in three community service areas: water and sanitation, education, and rural electrification. Thanks in part to CDM's detailed assessments, the program was recently approved for MCC funding—totalling $547 million and representing the largest single MCC "Compact" to date. The program will help strengthen Ghana's economy, transform its social infrastructure, and improve life for the country's 22 million people.

CDM's objectives were to evaluate whether the MCC-funded potential community services projects in Ghana would be feasible and provide real value, both socially and economically, and to provide input to MCC in preparation of its "investment memo" for further funding decisions. Operating within a strong local partnership approach, CDM led a 30-member multidisciplinary team composed of international specialists matched with Ghanaian counterparts who share MCC's commitment to a collaborative, transparent approach and delivery within an extremely compressed timeframe. CDM has continued to provide technical support following MCC's decision to fund the program in Ghana.
