CDM is program manager for the design-build-operate (DBO) delivery of a 100-million-liter-per-day (26.4-million-gallon-per-day) mixed domestic and industrial wastewater treatment plant in the heavily industrialized Hangu District of Tianjin. The US$40 million program is financed by the World Bank and China Tianjin Municipal Government, with grant support from the Global Environment Facility. As the first DBO project in China, the effort is being watched closely as an important guide for future DBO delivery. With a population of nearly 11 million, Tianjin is the third largest city in China, and home to diverse industry that helps drive the nation's continued growth. The new wastewater treatment facility is an important component of environmental infrastructure improvements that promote development and boost foreign trade and investment.
CDM's tasks on the fast-track project include establishing the overall plan, advising project participants about the DBO process and necessary documents, serving as the liaison with the World Bank, working closely with the local engineering firm and tendering company, and reviewing contractor performance during construction.
