Collaborative Approach for Air Pollution Control

To meet more stringent federal emission standards by a December 2005 deadline, Bay County, Florida, needed to make alterations to its waste-to-energy facility's air pollution control (APC) equipment. CDM collaborated with both the owner and operator on design issues, a unique approach that resulted in better, long-term design decisions.

Initially, CDM designed and oversaw construction of an enclosed ash storage building, which reduces fugitive ash emissions. Subsequently, CDM prepared the preliminary design report selecting the APC system and a request for proposals for the project's spray dry absorber scrubber and fabric filter baghouse supplier. In parallel, CDM designed all support systems for the APC system, including foundations, buildings, ash conveyance system, all utilities, and the interface to the facility's supervisory control and data acquisition system.
