Secondary Treatment Facilities Plan For Boston Harbor

The $3.8 billion Boston Harbor project was one of the most complex wastewater treatment programs ever completed in the United States, leading to substantial improvements to the harbor's water quality. Improved treatment facilities helped the Massachusetts Waster Resources Authority meet Clean Water Act regulations, and the implementation of this long-term improvement strategy has led to a cleaner harbor open for recreational use.

CDM's role included:

  • Assisting in consent decree negotiation 
  • Creating the facilities plan
  • Obtaining the environmental approvals 
  • Developing the schedule and cost estimates 
  • Packaging the contracts 
  • Designing the management approach

CDM's technical and managerial roadmap required minimal changes during the 15-year program, helping keep design and construction on schedule. This program was completed at $300 million below initial cost estimates, a direct result of the management approach, sound costs estimates, and technical planning.
