In May 2002, USAID issued a $1.4 million dollar task order to CDM—under the Environmental Engineering Indefinite Quantity Contract— for a rapid assessment (Phase I) of water supply and sanitation rehabilitation needs, which was followed by the implementation of priority projects (Phase II) in Kabul, Kandahar, and Kunduz. CDM worked in close collaboration with the government and donors to advance USAID's goal of rapid action and support for water supply and sanitation in a meaningful and visible way.
The CDM team coordinated Phase I activities with non-governmental organizations and other donors already working in Afghanistan to complete the rapid assessment, providing independent verification of feasibility and cost estimates. The first phase culminated with the assessment report, which identified potential projects, project scope, estimated budget, and suggested prioritization alternatives. In the second phase, CDM managed the implementation of priority projects, selected by USAID, in Kunduz and Kandahar, providing technical assistance, procurement, and construction supervision. The work involved significant coordination with local government agencies and subcontracting non-governmental organizations and local private-sector firms to complete the priority projects.
