CDM’s program management of multiple design and construction activities enabled the Allegheny County Sanitary Authority (ALCOSAN) to improve the Pittsburgh metropolitan area’s wastewater infrastructure. Even though CDM managed 10 final design consultants, and provided engineering oversight for 50 construction projects during this $160 million capital program, change orders remained at less than 4 percent.
By keeping the overall goal of a comprehensive wet-weather program in mind at all times, the authority has managed its long-term costs, while solving other issues, including facilities expansion, odor control, and, ultimately, combined sewer overflow reduction.
