CDM has long filled a leading international role in the development of and coordination of programs at an institutional level. CDM has managed important institutional capacity-building contracts; provided short- and long-term training; conducted policy analyses that have been central to national, regional, and municipal reform; and assisted government agencies in raising capital to undertake major public works projects. Additionally, CDM's services include rate and tariff studies, training and technical skills transfer, privatized approaches to environmental facilities, and data and information management.
