Jack Rattray Leads CDM's Program Management Services

PITTSBURGH, PENNSYLVANIA—CDM is pleased to announce that John D. (JacK) Rattray, P.E., BCEE, PMP, has taken on leadership of the firm’s program management services. A senior vice president, Rattray will continue the significant contributions he has made to CDM over the past 40 years in the area of program management and large project needs.

Since joining the firm, Rattray’s leadership has contributed to CDM’s growth as an organization and its success on individual projects as one of our first program managers.

His leadership experience includes serving as the Denver office manager, which grew from 2 to 25 people in 4 years under his direction; area manager for New York City and Washington, D.C., where a combined staff of 125 served key clients; and west region manager when that area included the western half of the U.S. Under Rattray, CDM offices expanded from 8 to 14 and staff grew from 150 to 350.

Rattray has led program management, master planning, design, and construction services projects with a total construction value in excess of $4 billion throughout the world. Some highlights of his technical career include serving as project director for a $1 billion wastewater treatment plant upgrade and combined and sanitary sewer overflow program for the Allegheny County Sanitary Authority in Pittsburgh, Pennsylvania; project director for a $1 billion strategic water system master plan for the Alexandria Water General Authority in Alexandria, Egypt; and project manager on a joint project for the Catskill/Delaware water supply master plan, which will serve 90 percent of New York City’s drinking water, among other significant projects.

Rattray holds a master’s degree in sanitary engineering from Harvard University and a bachelor’s degree in civil engineering from Northeastern University. He has graduated from the Stanford Executive Program at Stanford University and is a registered professional engineer in 10 states.
